As a pure-agriculture district, Binh Giang bears rich traditional identity of paddy civilisation throughout the history. Apart from cultivation, handicraft also expands across the district. Developing the ancient tradition, fully exploit of inherent potential and the objective advantage of renovation process, Binh Giang aims to decrease proportion of agriculture with growing value and increase the proportion of industry, handicraft and service through the establishment of industrial and handicraft zones, industry complexes and occupation villages. In that way, Binh Giang will stimulate socio-economic development in the process of rural and agriculture industrialisation and modernisation.
Industry-handicraft- thriving economic sectors
Secretary of Binh Giang Party Committee, Nguyen Van Thai said: "In Binh Giang, there are many traditional occupation villages inclusive of newly growing ones. Those villages are the impetus for the development of industry-handicraft, trade and service and stimulate the speed of economic structure transformation. Accordingly, production value and income of local people will be gradually improved."
For the last 10 years, Binh Giang economy has been in that tendency. In the period of 1997-2000, industry-handicraft production value continuously grew at the annual rate of 11.9%, accounting for 50% of the total value. In 2000, there were 1,000 households and 3,212 labourers engaging in industry-handicraft with production value of VND38 million. Being aware of the potential and extending help to households with practical mechanism such as loan, land purchase, liberal procedure, Binh Giang stimulates the growth of industry and handicraft. In 2002, production value reached VND47billion, an increase of 23% to that in 2000. In 2003, it is expected to gain over VND52 billion, making up 28.2% of the whole economy, establishing adequate economic structure, of which agriculture, industry-handicraft and service account for 51%, 28.2% and 20.8% respectively.
Binh Giang industry- handicraft development strategy mainly focuses on traditional occupation villages. The district aims at encouraging people to exploit inherent potential and combine the traditional experiences and modern technology to develop occupation villages. Furthermore, local authorities facilitate people in job creation. By 2005, Binh Giang concentrates on key occupations: machinery, pottery, gold and silver imitation, bamboo comb making and lace embroidery. There are now four traditional occupation villages in effective operation. Cay village (Long Xuyen commune) produces well-known pottery products for not only domestic market but also international ones such as Japan, Korea, French and Belgium. The vigorous growth of Chau Khe gold and silver jewellery village in Thuc Khang commune has made widespread effect on neighbouring area. In Ke Sat township -the district centre, there are nearly 500 households and over 2,000 labourers engaging in the occupation. Especially, with the enthusiastic participation of private sector, Ke Sat industrial complexes has so far attracted hundreds of labourers, annually providing 10,000 small agricultural machines for not only Hai Duong market but the whole country. Ke Sat success has partly affirmed the rightness of on-going guidelines on internal strength development and economic sector stimulation. In addition to traditional occupation villages in Binh Giang, there are two lace embroidery co-operatives in Binh Minh and Vinh Hong communes, creating jobs for hundreds of seasonal employees with per-capital monthly income of VND300,000.
Industry-handicraft development orientation by 2010 in the district focuses on developing small and medium industry inclusive of small machinery industry to serve agriculture and agricultural product processing. The district continues to develop traditional occupations and generate occupations and income for seasonal labourers. Binh Giang strives to gain industry-growth of 18-19% in 2001-2005 period and 16-17% in the period of 2006-2010. The district has actively carried out following concrete tasks:
1) Establishing Quan Goi external industrial zone in Hung Thinh commune.
2) Building some industry-service centres in Phu thi tu (Thai Hoc commune), Cay (Long Xuyen commune), Ha Cho (Thai Duong commune), Cong Trung (Thuc Khang commune), Hoa Loan (Nhan Quyen commune) and wholesale market (Hung Thinh).
3) Give priority to development of husbandry and industrial product processing branch.
4) Maintain and develop traditional and new occupation villages, encourage household participation in production and market expansion, modernise the equipment and style renovation to improve the product competitiveness.
5) Create most favourable conditions for economic sector participation in production-business from land rent, site clearance, enterprise support in procedure completion to draw more investor in Quan Goi industrial zone as well as industrial complexes in the district.
Agriculture- permanent existence
For thousand years, Binh Giang people have continuously devoted all their strength and talent to exploit the land potential and establish densely rich villages. In the on-going renovation, Binh Giang strives for not only food security but also prosperity with land exploitation and the turning of gold into land. Local authorities and people are making every effort to shift cultivation structure toward commodity production. Up to now, 514 ha of cultivated land have been turned into aquiculture and fruit tree production and 8,000 gardens have been upgraded to specialised ones. The district has also turned 200 ha of rice cultivation land to cereal production and initially established specialised areas: pumpkin in communes namely Binh Minh, Co Bi, Hung Thinh, Hung Thang, Thuc Khang with 500 ha in total, areas of soybean and other cereals in Thai Hoa, Thai Duong, Nhan Quyen and Binh Xuyen. In addition, there are 200 ha of tomatoes and spring potatoes and other cereals. With new cultivation structure, in comparison with rice production, the production value increases by 1.5-2.5 times with average income of VND36 million per ha.
Binh Giang has actively carried out many effective methods in 6,500 ha of two crop cultivation area in an attempt to increase the productivity: getting rid of late crop rice and increase early winter rice, limit mid year rice and increase late summer rice, push rice seed area to 90% of cultivation area, striving to become the highest productivity rice district. Binh Giang is the first district to establish high-quality paddy fields with innovative method in the whole province and provides 75% of rice seeds for local people
With attained results, by 2010, Binh Giang strives to maintain rice productivity at 70-75,000 tons per year, push the husbandry proportion to 25-26% (by 2005) and to 30-35% (by 2010) of the whole economy, obtain the annual average growth of 5-7% in 2001-2005 period and 5% per year in 2005-2010 period. The realisation of those targets will likely base on the transformation of cultivation and husbandry structure, application of scientific-technological advances into production as well as enhancement of processing industry development, contributing to improve the value of agricultural products.
Establishing important foundations for economic development
Paying special attention to education, healthcare and culture- the impetus of economic development, Binh Giang has gained many optimistic achievements. Up to now, the district has completed lower secondary universalisation with four national standard schools. Heathcare quality has been step by step improved. Since 2002, there has been no epidemic in Binh Giang. Malnourished children rate was reduced to 27% in 2002. In the district, 11/18 health stations now have doctors. Primary public healthcare has been well carried out. In addition, Binh Giang authorities and people have achieved proud results in the movement: "All the people together establish cultural life". Until 2002, 18 villages in 13 communes were recognised as cultural villages. By 2005, the district strives to have two cultural villages. Aiming at political-social stability, during last years, Binh Giang Party executives, authorities, unions and people have paid attention to prioritised and poor people. During two years 2001-2002, thatched cottages for prioritised people were completely dismantled and in 2002, the district launched the movement on building 200 houses for poor people. Implementing projects on production expansion, hunger elimination and poverty reduction, the district creates jobs for 1,500 labourers, reducing poverty rate to 9.8% in 2002 and to under 4% by 2005.
Base on society-politics consolidation and highly feasible development orientation, Binh Giang believes to fulfil assigned targets by 2005 and 2010. At the moment, along with promoting agriculture advantages as well as focusing on industry-handicraft, Binh Giang exerts every effort to realise those planned targets.
